Ellie, a journalist from the ‘Outworld’ colonies, returns to Earth in hopes of writing a career-building story about the descendants of those who were left behind.

There she comes across a broken community under the rule of the Duumvirate, a tyrannical governance run by the mysterious Arch Secretary and his subordinate the Polemarch. Their mechanical sentries observe and punish the actions of the people, all tracked with a tiny implant.

Amongst them Ellie meets Ben, an awkward scout sent by a ragtag resistance to assassinate the Polemarch. They hope to obtain the command codes of the Arch Secretary, a first step in the removal of his power.
